In 2017, Trump signed Executive Order 13801, Industry-Recognized Apprenticeship Programs (IRAPs). The policy allowed “trade and industry groups, companies, non-profit organizations, unions, and joint labor-management organizations” to create their own apprenticeship programs that would help workers obtain the skills that the economy needed but that universities are not providing, or are providing at a cost that is unaffordable for many Americans.
As then-Labor Secretary Alex Acosta explained during the American Trucking Associations Management Conference & Exhibition in 2017.
“You are in the best position to define what your industry needs and react to those needs…. Barriers that stood the way of apprenticeship programs are ready to come down.”
Last week Biden, demonstrating the contempt most leftists actually have for the working class they say they represent, revoked IRAPs, instead announcing plans to expand the Labor Department’s registered apprenticeship programs favored by organized labor.
